Phnom Penh lacks the tourist feel of Siem Reap, but it's undergoing its own transformation. Near the traditional street market is an upscale high-rise mall - no photos allowed inside. But the streets lack any traffic or pedestrian control and there are no streetlights or stoplights, except on the biggest roads and the riverbank.
